This changes the CTest command used for the regression tests so that
fcompareis launched using${MPIEXEC_EXECUTABLE}similarly to the ERF tests. This resolves an issue found when running CTest in a specific SLURM environment for Gitlab CI wheresrunis also needed to launchfcompare.This also adds a CMake variable for controlling the number of ranks used when testing with MPI enabled:
ERF_TEST_NRANKSwhich was previously always set to 4.
