What does this PR do?

Just merge the new plugin: plugin-apro
This PR adds support for Eliza to interact with apro, enabling users to:

• Query current price of coin, for example: BTC/USD.
• Create and register an agent with APRO. User must provide agent settings.
• Verify data with APRO. User must provide data to verify.

What kind of change is this?

Features (non-breaking change which adds functionality)

Documentation changes needed?

My changes do not require a change to the project documentation.
