Interceptors configuration and attributes

• Design and implementation of interceptor configuration, e.g., from config file, admin-space, etc.
• Expose the right attributes into the interceptors, e.g.: interface name, IP address, remote endpoint, locality (e.g. same machine).
• Implement downsampling (e.g. as done in the ros2dds bridge) interceptor as a POC of the interceptor usage
• Support both ingress and egrees
