Update dfc-fermata so we can test new UI features

Conditional surveys (e-mission/e-mission-phone#1129)

• if MODE of the first section is 'CAR' -> Gas Car Survey
• if MODE of the first section is not 'CAR' and end location is not NREL Building 16 -> EV Roaming Survey
• if MODE of the first section is not 'CAR' and end location is NREL Building 16 -> EV Return Survey

Configurable dashboard tab (changes not yet implemeted on e-mission-phone so not testable yet, e-mission/e-mission-docs#1055)

• Configure which sections of the dashboard to show (footprint, summary, engagement, and surveys)
• No 'unlabeled' on carbon metrics (because of Bluetooth there will be no mode uncertainty)
• Leaderboard for distance traveled using e_car (this will almost certainly change later)
