Chile has stopped changing its clocks

* NEWS:
* antarctica (ChileAQ, Antarctica/Palmer):
* southamerica (Chile, America/Santiago, Pacific/Easter):
Chile will not change its clocks in April, or thereafter.
Consider this to be their new standard time, effective April.
