Description
I wanted shorter/less computation-heavy CI flows, so I nixed the full accessibility check and changed the smoke test to run on workflow dispatch instead of every pull request. This is an "I know what I'm doing" scenario, since I should be pretty well aware of any accessibility issues I might be introducing.
