This PR just caches the feature flag value.
I’ve set the scope of the
IsSwipingTabsFeatureEnabledtoAppScopebecause it’s used inside theTabManager, which is used across 2 different activities (BrowserActivityandTabSwitcherActivity).Steps to test this PR
