Features of this first release:

• closing the PR when the user reached the maximum number of PRs
• adding a comment to the PR
• adding a failure message to the task
• excluding actors

features to come:

• add configuration to disable comment on PR feature
• add configuration to allow to count draft PRs as part of PR limit
