Fixes broken e2e tests and release process by upgrading to the newest cargo-dist generated workflow (while preserving all previous functionality, mainly the ability to execute
releaes.ymlworkflow from another workflow (release-with-github.yml)).There are no changes to the release process from the perspective of the process operator.
