What does this PR do?
I have based myself on @pintail-xyz's branch for monolithic environment. However, I soon found that postgres was needed installed within the local machine even with a dockerised pg db.
Hence, I have updated some dependencies and updated the guide accordingly.

Tested in WSL under Ubuntu 22.10, Ubuntu 22.04 and a Debian 11 VPS.
