Logged-in users should be able to write comments on a scratch. The comments should contain a timestamp that gets displayed in the user's local timezone. For now, we can keep the comments completely linear (and add replies later on if need be).
The commenter should be able to refer to a fork (or another scratch) by its id (#l0l0L for example) which will turn into a nice link in the comment.
