This contains a draft of the data structure which will be used in Soundfont Version 3. The 32 bit version is designed for maximum compatibility with old sf2 software, while the 64 bit version adds some new features like DSP effects.
Feel free to fix any issues and add any missing features in this specification.

just a quick note about the "SF3" name: I don't know if you are aware, but there already is a SF3 out there. It's a small extension to the SF2 standard to add support for Ogg Vorbis compressed samples. It was created by the people at MuseScore for their own use, but support for it has since been included in many other synths and even editors like Polyphone. And while there is no official specification for it... it does exist. Real working implementations of it exist and SF3 Soundfonts are out there and have been for some time. And we are currently working on creating a spec for it.
So it would be really difficult if you went ahead with your plans for SoundFont v3 and called it that (and SF3). Maybe you could go for "SoundFont v4" instead?
