First of all, I do really appreciate this community-driven effort to continue the development of the SoundFont spec.

However, I have one serious, major concern calling this effort SoundFont3 (SF3). This is not SF3, given all the changes you are about to incorporate.

SF3 as invented by Werner Schweer keeps the changes to SF2 at an absolute minimum. The (only) reason for this major version bump was the change of sample data indexing in the SDHR chunk.

Werner's SF3 is already out there for years. Even though no written spec exists for it (as of today), it has already made its way into the commercial market. If you keep calling your work "SF3" this will end up in a huge confusion: "Is it Werner's SF3 or is it Polyphone's SF3? And in case of the latter, is it Polyphone's 32 bit or 64 version??" The answer to those questions cannot be: "Let's open a hex editor and find out."

I urge you to NOT call this SoundFont3! Give it a different name. Call it SF4, as already suggested here, here and here.

Thank you.
