Enhanced OTG Ethernet block with the following changes:

Made IP Address optional (to allow for optional dynamic configurations)
Made IP Address max length 19 - allow for optional /YY netmask entry
Added optional Gateway and Nameservers entry (to allow for bridge/IP masq configurations, etc)
