build(deps): bump tar and @cycjimmy/semantic-release-action

Removes [tar](https://github.com/isaacs/node-tar). It's no longer used after updating ancestor dependency [@cycjimmy/semantic-release-action](https://github.com/cycjimmy/semantic-release-action). These dependencies need to be updated together.
