The Crowbar Framework is currently maintained by SUSE as an OpenStack installation framework but is prepared to be a much broader function tool. It was originally developed by the Dell CloudEdge Solutions Team.

The git repository does not ship the OpenStack tarballs used in the hyperv cookbook, nor the zip archive containing all their dependencies (to avoid bloating the size of the repository). These files are usually provided by a vendor, as part of a package.
In case of manual installation from git, you can download the files manually. For instance:

Note that the versions are the ones used in the hyperv cookbook at the time of writing.
