rcu: Fix deadlock with CPU hotplug, RCU GP init, and timer migration

Here's our deadlock! This commit breaks this deadlock cycle by substituting a shorter udelay() for the previous schedule_timeout_uninterruptible(), while at the same time increasing the probability of the delay.
