Last piece of #122.

Based on #130 / 5561ec4 (needs XSQLDA changes).

⚠️ This one needs to drop support for net48 and netstandard2.0 since there is no ReadOnlySpan on them.

Performance: Removes marshalling from NativeToManaged conversions.

- Reduce memory allocations in MarshalManagedToNative.
- Convert XSQLDA / XSQLVAR (internals) to structs.
- Appends _STRUCT suffix to XSQLDA / XSQLVAR to make the conversion path easier (can be removed, later).
