cmctl points to both https://github.com/cert-manager/cert-manager and https://github.com/cert-manager/cmctl depending on which server we deploy on. as the versions are not the same across both it causes a lot of installer fails

we use a config file .tool-versions with asdf installer. where we normally just needed cmctl 1.13.2 But some change has happened in the last day which has some servers looking at https://github.com/cert-manager/cert-manager and some looking in https://github.com/cert-manager/cmctl
one needs the tag 1.2.1 and the other needs the tag (1.13.2 - 1.15.3)
ah I see I'm guessing this is the commit that has caused the issues asdf-community/asdf-cmctl@d295e94
