Summary
What was changed:
Updated the docker compose file for wdio tests to match the 4.0.0 release of terra-functional-testing (https://github.com/cerner/terra-toolkit/blob/main/packages/terra-functional-testing/src/docker/docker-compose.yml).
Why it was changed:
Using the dev container and running the wdio tests would not pull in the latest chrome version, causing screenshot mismatches.
