Add Apple silicon builds.
Apple silicon Macs are over 70% in May 2024, according to steam's stats.
Describe the solution
Added macOS 14 (M1) runner in CI.
Some modifications have been made to copy_mac_libs.py to fix the error that prevented the building on macOS14.
