Wrong votes crash something

When invalid votes are added to the chain, the system crashes.

Ignore invalid votes.

Updated the reference to the issue - I think it is still a problem. What should be checked:

• post a badly formatted, but correctly encrypted ballot
  • too few choices
  • not fitting the general format
• post an incorrectly encrypted ballot

And then finalize, mix, decrypt, count, and see if the number is correct.
