Update Rustix to address security notification

Description of the change

Updating rustix and tempfile.

Why am I making this change?

https://github.com/bytecodealliance/javy/security/dependabot/35 was issued for a version of rustix we use. The version of tempfile we used pinned rustix to an insecure version and updating tempfile allows us to use a secure version of rustix.
