beta, initial release of bUTL

This is the initial public release of the bUTL add-in which is being called a "beta". It is the original add-in with a large number of error handling and other user experience improvements. This version also includes a good amount of code cleaning behind the scenes. Finally, the source control aspect of the repo is at a point where the add-in can be built exclusively from source files.

Future releases are being tracked via issues and milestones.
