Let's use tag instead of image name, for security reasons.
It looks like you just need gsutil available in the image?

Adding git actions to initiate WDL tests on our testing infrastructure
mainbranch weeklyTests only run on workflows that have tests created for them in the
wdl_testfolder. An example is added for PBCCSWholeGenome
