Updates for BridgeDb Webservice 2.1.6

Hi @marvinm2, I am not sure you had already started this, but I wanted to extend my docker experience and had a go.

I cannot confirms it works correctly, as there is some TSL/SSL issue with GitHub (Jenkins is failing too), and the webservice jar is not downloaded correctly right now:
