This needs an MSRV bump to 1.71 to pass ci, as in #356.

dev-dependency, removes the custom formatting support we don't use. requires an MSRV bump. Ok to merge if we agree to that, having does the review work for these changes.

0.11.1 has an additional bug fix. bump to record review and keep dev-dependencies up to date. CI should pass now that #356 has been merged, raising the minimum-supported rust version.
