Clone this repository.

Set up Apache + Passenger or something similar.

Remember to chmod public/.htaccess:
$ chmod 644 public/.htaccess
Edit your /etc/hosts file and add:
127.0.0.1 rubygems.org
Now you can use the normal ‘gem install’ command or ‘bundle’ and it will try to fetch from your local cache first and only then go to the online rubygems.org site (directly through its IP address).
