Add extra information to Prefix Commons import (#861)

This PR improves the ability to extract URI format strings and license
information from Prefix Commons. However, the information there needs to
be vetted/re-curated before being added into Bioregistry, so this PR
does not add functionality for standard Bioregistry getters to look into
Prefix Commons yet.
