Stability upgrades and refactor to cdk-photo-archive.

Note: Major version release has breaking changes to v1

• Formalised settings
• Refactored to use State Machine for applying tags instead of manually jumping between Lambdas
• Github workflows for collaboration and best practices
• Upgraded to the latest CDK version. Upgraded to work with Node v18
• Rafactored and simplified workflows. Removed a lot of intermediate code. Currently is in archive folder. Will be deleted in next release
  ** Formalised naming conventions for Cloudformation templates
• Initial implementations for DynamoDB stats table. Not publicly available yet.
