Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [aws-cdk](https://github.com/aws/aws-cdk/tree/HEAD/packages/aws-cdk). These dependencies need to be updated together.
