tax_map.json file dictates the borough number and a list of blocks in a given neighborhood. You can get a list of blocks from GIS Digital Tax Map or elsewhere
There must be a /vendor/Vacant_Publicly_Owned_Land.csv file that can be obtained from NYC Open Data
