[format] Default compression of file to zstd with level 1 #3463

Purpose

After multiple tests, zstd has a higher compression rate than lz4 and snappy at level 1, and the speed difference is not significant.

  1. So this PR will adjust the default compression to zstd.
  2. The level of zstd is 1 instead of 3, users should adjust file.compression.zstd-level value if they want the default level same to zstd lib.
  3. Another change is that the compression parameter for the format itself is adjusted to the highest priority, which means that as long as you configure the compression of the format, it will be applied.
