ENH: Define how splits should be done i Dataset

To enable the use of other spliiter strategies than ShuffleSplit such as TimeSeriesSplit and GroupSplit it would be convient if splits where defined in the Dataset and Model simply uses these splits for CV. The standard splitter should probaly be ShuffleSplit but this won't cut it for some porblems.
