generic: menu spinbox update

This is an rework on current menu spinbox
the main issues this fixes are :

• allowing custom prefix scales ( replacing setScaleRange)
• allowing custom scales
• option to have scales with no prefix
• fixed some issues with user input
  • if wrong value is introduces reset to previous value
  • introducing a number value followed by random text will not update scale to the value
• automatic upscale and downscale updates
  • will no longer scale down on value 10
  • updated decrement result to consider scale down option ( scale up on increment was automatically done )
• having scaling disabled will not scale values
