Update ruby version in our tests to 3.2 and 3.3
This also aggressively updates the minimum rails requirements to 7.2 and removes support for the
moneygem, since we only need to test for theshopify-moneygem which has diverged significantly from the other money gem.This PR also officially adds a deprecation notice to the gems README.
