What?
Updates the TypeScript-related sections of the components package's Contributing Guide.
Why?
With the TypeScript migration of the components package (#35744) effectively finished, the migration-focused guide is now less relevant.
How?
I moved the bits that were still relevant into the main "TypeScript" section of the Contributing Guide.
