create wss server setup in docker compose

	- Fixed express.js 'hello world' endpoint
	- Created 'npm run wss' command for easier development of the wss server
	- Modified docker-compose.yml to give postgres image a named volume for persistant data between sessions (eliminated the need to re-seed the database each time)
