This PR contains the Jena migration from v4 to v5 (done by @jerdebsp, thanks @afs for the hints and code review).
I then pushed Jena to v5.2.0 and fixed all the code-deprecated warnings.
Also, the docker image is now built with Java v21 as the base image. Maven tests are run on both Java v17 and v21. The code is still compiled by the
maven-compiler-pluginagainst Java v17.
