Build fails to Codecov upload. Seems to be a common issue with Codecov Github API, repo should be configured with CODECOV token. Has nothing to do with changes in this PR. |

I can do the release to Pypi for the new version. This PR adds notes about the new release to README.md and adds building and testing with Python 3.12.
