  1. chore: start "v2" 

    Sounds grandiose, but the idea is that rather than refactoring the
existing system, we implement new services from scratch.

The implementations will be all in-memory with no Raft support. Once we
do add Raft they will still be in-memory, so the changes should be minimal.
