#158 would need this introduction to build upon it.

Using a separate PR as those are two different concerns:

  1. Rational Emacs folder layout (this PR)
  2. Extending on the folder layout to bring runtime & config data into rational-config-path (Set location of state files to rational-config-var-directory #158)

I'll later update #158

According to [orgmode
documentation](https://orgmode.org/manual/Internal-Links.html) local
links by ID work only when `CUSTOM_ID` is set.

> (...) a construct like ‘[[#my-custom-id]]’  specifically targets the
entry with the ‘CUSTOM_ID’ property set to ‘my-custom-id’.

Attempting to export `README.org` without this patch results in an error.
This is in order to be able to document #158.
This commit is to be discarded before merge.

It is provided to illustrate an export issue: a lot of code block's
indentation is messed up. Though the source file is unchanged.
