@SteamDeckHomebrew/decky-testers please give this a test via the PRs tab in Decky's settings area. I'd like to get this integrated for the CSS Loader folks.

Re-tested after merge on windows, plugins load as expected. Have not tested on deck (yet)

Just tested on Steam Deck on SteamOS preview 3.6.12, worked well. Merging to main.
