Run CI on Python 3.11

Likely needs #758 to be resolved first.

• CI passes torch 2.x (not needed for this PR as 3.11 is supported by 1.13.1

torch have a manylinux wheel for 3.11 so supporting torch 2.0 is actually unrelated to supporting 3.11 which is helpful.
