Remove Marlin package and related documentation (#112)

This commit deletes the entire Marlin package, including its source code, metadata, scripts, and associated documentation. References to Marlin in other parts of the project have also been removed to ensure consistency. The Marlin package was moved to a separate repository and archived on GitHub. https://github.com/SalishSeaCast/Marlin
