Add Fraser River at Steveston to sarracenia configs

Add the Fraser River at Steveston station (08MH028) to the hydrometric-dd-weather.conf and hydrometric-hpfx.conf configuration files. Water level observations from that station are used for the NEMO sss150 config sea surface height.
