fix(tooltip): announce content to assistive technology

What I did

1. Added an aria-describedby/id pair to elements in the lightdom of <rh-tooltip>
   • These attributes must be in the lightdom in order for AT to pick them up
   • aria-describedby also must be on the interactive element (eg: <button> not <rh-button>) 
2. Added functionality where hitting ESC closes the rh-tooltip.

Testing Instructions

1. Check out the tooltip demo in the DP.
2. Maybe add a tooltip that uses a <button>, <input>, or other interactive element instead of an <rh-button>.
3. Test tooltip with various combinations of assistive tech
4. Devs: Check that I haven't committed any developer crimes (looking at you setTimeout).

To Do

• Fix DP so that aria-describedby/id get added appropriately (🙄)
  • Works on dev 🤷‍♂️

Notes to Reviewers

I couldn't get customElements.whenDefined() working in place of setTimeout(). PTAL and maybe you will have better luck.
