We've had a request to move our "common code" from our analytics adapter, back into the common "libraries" module of prebid.js.
For what it's worth, the functions themselves are horribly out of date. Testing the functions adequately has been impossible, because user agents matching the regexes in the function no longer exist prominently in latest/recent devise specs (e.g. android 3.0 is not really a thing anymore). I've tried to include adequate tests where possible, but i myself would reject this PR on the grounds that the functions are not thoroughly tested.
