Create a SDC output flagging localities and measures with associated small numbers. This is with a view to remove the MI labelling in a more targeted way. These profiles should be publishable by partnerships so in order to make this happen we need to either apply some form of SDC to measures with small numbers or label as MI.

This only affects data extracted from SMR for the PPA measure, Falls measure, and associated hospital measures in the last chapter.
