Produce document on publishing the Profiles

This is related to #55

The idea is a high-level document highlighting issues that should be considered before partners publish the profiles (in part or full).

Some points

• The profiles don't meet the PHS accessibility criteria for publishing, local guidance should be checked
• Some of the chapters / statistics are already published 👍
• Some (unpublished) statistics may contain small numbers < 10
• A final note that we are working on improving the accessibility and also reducing / highlighting small numbers etc.
